Dr. Juli Minoves-Triquell

Dr. Minoves-Triquell has been Rector of the University of Andorra, the public university of the Principality of Andorra, since his election by the University Board in 2024.

He became a Full Professor at the University of La Verne in California, where he directed the Institute for International Studies. He has been a visiting professor at the Institut d’Études Politiques de Paris (Sciences Po), at the Barcelona Center for International Affairs CIDOB, and at the Taiwan National University of Science and Technology. In 2022, he was elected as a member of the Royal Academy of Economic and Financial Sciences of Spain (Instituto de España). His areas of research are small states, the function of the Head of State in political systems, neutrality and globalization.

He has served his country in diplomacy and politics. He was Andorra’s first Permanent Representative to the United Nations and Ambassador to the United States, Spain, and the United Kingdom, among other diplomatic roles. He represented Andorra as lead negotiator at the Rome Conference establishing the International Criminal Court.
